Since 1993, the Council of Europe (CoE) and the European Commission (EC) have made efforts to encourage the Member States and other countries to address the problems of their Roma communities In this context;
- In early 2000s, the European Roma Rights Centre has been established.
- Nine governments in Eastern Europe have adopted the approach named The Decade of Roma Inclusion 2005- 2015.
- In 2009, the European Platform for Roma Inclusion was established and fundamental principles for social inclusion were identified and started to be monitored. The European Platform for Roma Inclusion includes national governments, the EC, international organisations, and Roma civil society representatives.
- In 2011, the EC adopted the EU Framework for National Roma Integration Strategies up to 2020. This Framework calls on Member States and candidate countries to prepare or revise National Roma Integration Strategies (NRISs) to address the challenges of Roma inclusion in four priority areas, namely education, employment; housing; and health, in line with the 10 Common Basic Principles on Roma Inclusion. The Framework seeks to ensure a more efficient monitoring of NRISs.
- The EC has also put in place an annual reporting mechanism to the European Parliament and the Council to assess progress made until 2020. National Roma Contact Points network covering all Member States to coordinate, and monitor support was established.
